Conrad is a DPhil Candidate in International Relations at the University of Oxford, where he also completed an MPhil in International Relations and a BA in Philosophy, Politics and Economics. His primary research interest is the intersection of emerging technologies and (inter)national security, with a particular focus on biotechnologies and bioweapons. He has also worked in operations, project management, and co-founded Oxford Biosecurity Group.
